South Korea proposes joint inquiry with North into Japanese colonial rule

The 1950-53 Korean War cost more than a million lives, left cities in ruins and created the current political stalemate between North and South, which have never formally signed a peace deal.

North Korea's threats against Guam and its advancing missile capabilities, highlighted by a pair of intercontinental ballistic missile flight tests in July, have raised concern in South Korea, where some believe a fully functional ICBM in Pyongyang would undermine the alliance between Washington and Seoul.

Moon, who took office in early May, held a summit meeting with U.S. President Donald Trump in late June, reaching an agreement that South Korea would become a dominant player in addressing the peninsula issue.

Moon, who took office in May, told a news conference to mark his 100th day in office that United States and South Korean policies are aligned on North Korea.

The peninsula was colonized by the Imperial Japan from 1910 to 1945.

However, White House chief strategist Steve Bannon said there was "no military solution" to North Korea's nuclear threats because of Pyongyang's massed artillery targeting the South Korean capital.

USA vice president Mike Pence told reporters in Chile on Wednesday that "all options" remained on the table with regards to North Korea, and he called on Latin American nations to break ties with Pyongyang. A mass movement of North Korean troops and weapons toward the border; the arrival of American warships; the evacuation of 200,000 American civilians, and far more expat Chinese, from South Korea; the elevation of the Defcon military alert status.

He added: "All South Koreans have worked so hard together to rebuild the country from the ruins of the Korean War".

His comments followed Mattis' threat that it would be "game on" if North Korea carried out its threat to fire missiles toward the U.S. island territory of Guam.

Guterres said that on Tuesday he told representatives of the countries in the stalled six-party talks - North Korea, South Korea, the U.S., Russia, China and Japan - that his "good offices are always available".

Moon said Washington and Seoul are closely communicating over the North Korean nuclear problem and share the view that strong sanctions and pressure are needed against Pyongyang to stop its provocations and force it into negotiations.

"Any military action taken on the Korean peninsula would be in consultation with our allies", General Joseph Dunford, chairman of the Joint Chiefs of Staff, told reporters in Beijing on Thursday. President Moon even said he'll consider sending a special envoy to North Korea if the North stops provocations.

Yesterday James Mattis, the United States defence secretary, said that it would be "game on" if North Korea fired a missile that hit American territory.

"If North Korea provokes again, it will face with much harsher sanction and won't stand it in the end".

The comments come as the crisis on the peninsula appears to be cooling. To refresh your memory, that rhetoric includes North Korea claiming it is devising a plan to strike near the USA territory of Guam with four of its missiles, . and Trump in return saying North Korea will experience quote "fire and fury" if it attacks, and that the quote "locked and loaded" in case North Korea acts unwisely. We can't pinpoint the exact timing, but it will take at least one to two more years, ' he said.
