Foxconn pushes Wisconsin on highly skilled jobs

Employees at the new facility will manufacture state-of-the-art liquid crystal display screens which will be used in everything from self-driving cars to aircraft systems and in the fields of education, entertainment, health care, safety and surveillance, advanced manufacturing systems, and office automation, among others, Walker's announcement said.

Trump said the investment will create 3,000 jobs at a minimum "with the potential for up to 13,000 in very near future".

The United States has added 70,000 manufacturing jobs since November, to almost 12.4 million, but has not added any net factory jobs in the past two months, according to the Bureau of Labor Statistics. Republican leaders in the Wisconsin Senate have said Walker has been negotiating a memorandum of understanding with Foxconn — best known as the assembler of the iPhone — to build such a factory in southeast Wisconsin.

The president is expected to be accompanied by White House chief of staff Reince Preibus, who was raised in Wisconsin, and House Speaker Paul Ryan, in whose district the factory will be opened, according to people familiar with the matter.

The move is hailed by the White House as proof of the Trump administration keeping its promise to bring manufacturing jobs back to America, a talking point since he was on the campaign trail.

Foxconn had considered building the plant in Ohio, Michigan and Pennsylvania, among other states.

But threatened with a veto, the Senate never sent Rauner that legislation, prompting the governor's call for special session. That has raised the possibility some school districts largely dependent on state funding may not be able to open in August.

"(Cook) promised me three big plants - big, big, big", said Trump on Tuesday. He said Foxconn is coming "to a state that's very close to my heart - Wisconsin".

The document notes that Brussels must "be ready to act in the coming days" if the U.S. takes action "without taking into account the EU's concerns".

That includes up to $1.5 billion in state income tax credits for job creation. up to $1.35 billion in state income tax credits for capital investment, and up to $150 million for the sales and use tax exemption. State Sen. Alberta Darling, co-chair of the Wisconsin Legislature's budget committee, said any deal would be examined with a "fine-toothed comb" and need to win approval by the Republican-controlled Legislature.
